Tag autosuggest doesn't work #228

When creating a new question and starting to type a tag (that I saw in another question, so it exists), I expect to get completions, but don't get anything.

Fixed by correcting the js and css path, but now there are two problems:

tag controls appear in the wrong place on the page
the letter ת cannot be typed in a tag, because it's interpreted as a comma. The js looks at the key code rather than the character code. Need to fix it before we enable django-taggit-autosuggest.

I fixed the problem in my django-taggit-autosuggest fork on Bitbucket, but I don't know how to incorporate this into the project. Will try on Monday.
