Display the per-question toolbar only on mouse over #438

Just like twitter does: http://twitter.com/hasadna. Come to think of it, "expand" looks like a good idea also...

That will make it hard for mobile users to use that toolbar, for there is no museover in mobile. Considering that the site is already mobile-unfriendly, until we have a separate mobile or responsive version, I suggest to keep it as it is.

Any decision? make the change or leave it as it is? If we choose to keep, this issue needs to be closed.
