[comparisons-viz] make תכנון the default (and not ביצוע) #289

Since planning (=budget) is more usable than expenditure (=actual), make planning or תכנון the default when selecting items for comparison.

Ok, sounds reasonable, I just want to clarify something, because you wrote expenditure = actual, which is not correct, so, just so we are on the same page:

The Budget (takzif) compromises planned (tiknun) and actual (bitzua).

In both planned and in actual, there are revenue items and expenditure items.

@idoivri, since budget is not where your money went, rather just some draft the muni sent to ministry of interior, I don't see why it's more interesting than actual, besides the fact that for 2013 actuals report is incomplete.

But if you guys agree on this I can just change the default.

I don't agree or not agree. AFAIK it is up for discussion, and Ido has the last word. I just wanted to clarify the expenditure/actual thing.

@pwalsh : sorry, my bad. I meant tiknun should be the default. Slept 2 hours tonight, and not on a bed :(

@ydaniv : the tiknun reflects what the muni has planned, which means what they were planning to do with the money we spend, rather than what they eventually did. I'm totally open for discussion - these are two valid questions. BUT, as you noted, we have 2013 tiknun data available, and even from that perspective it is worthwhile as a default.

But - as I said, I'm keeping an open mind.
