[comparisons-viz] show a proper label on the legend according to the budget items chosen

When choosing a set of budget items, change the non-descriptive "כתיבת כותרת" to the name(s) of the items(s) or set of items chosen.

The name should be set according to the following logic (unless something like this is extremely hard):

• If only a full tree is chosen, like מפעלים, write this name - מפעלים - ביצוע (7) when 7 is the number of items under מפעלים
• if a partial tree is chosen, use the same thing but slightly different מפעלים (חלקי) - ביצוע;
• If more than one tree is chosen, write סעיפים שונים - תכנון (35) when 35 is the items list total.

Also, one more thing - the font today is muni name in black bigger ink, and label is smaller gray. It should be the other way around.

I agree we can make this better. I think @danibacon already has this in his TODO list. As I recall, the styling changes are already being addressed, as well as keeping the number of chosen items AND the title always present.

Regarding the title auto-generation, the 1st suggestion is easy, the following to are possible but this feature really needs careful thought so to make it clarify more and not confuse or obscure other stuff.
