Add a tooltip with the budget/actual value in the graph view #411

tooltip on what? the legend is not enough?

On budget / actual bars.

That's just an idea I'm floating (under "enhancement" I think). You can ignore if you don't think it's necessary.

Delete if you think it's not a good idea.

@ydaniv ido means that when you hover on a bar in the graph, a div is displayed with the monetary value of that bar (possibly other info too?)
