`hashbang` man page is not updated for current machine state #37

Services section should be added to man page and include all our community maintained services, details on what they do, and where code lives to make it easy for new users to contribute.

I'm already working on a rewrite of the programs section, so I'll add this in as well.

I'll start re-working on this, I forgot to comment that I somehow lost the page I was working on (I tried a grep of find / on all of my systems) and never had time to restart it.
