Use .user.ini to avoid modifying php.ini whenever possible

Pros:

• It would keep the additional config settings.
• Platform independent (no messing about with the php.ini locations).

Cons:

• it's a relatively new feature of PHP
• It would transfer the responsibility (of modifying php values) to the user and their apps.
