Pantheon import: Automatically create a backup if none exist

There's an edge case with Pantheon import where there might not be any backups on a new site (particularly if demoing the functionality against a fresh Pantheon site...).

So the import functionality should check if there actually are any backups on Pantheon and if not, create one before downloading them.
