Merge setting sawtooth-setting transaction to our genesis block creation #96

Right now, for test/production, it is a manual process to:

  1. Generate the sawtooth-setting genesis.batch
  2. Generate the hashblock genesis.batch
  3. Merge the two

Recommended: Extend hashblock genesis batch to include the sawtooth-setting transaction for both
