A simulator for Meson #106

In order to aid in designing a dynamic tuning algorithm for Meson, we should build a simulator. Recent work from HotPETS2020 describes a simulator for mixnets but it is not open source yet and we suspect that it is being used in Nym for their dynamic tuning.

We will be using Python's SimPy.
