Define flow for: View materials and Redeem #127

We need help defining the following flow and requirements.

Pallet and web client for onboarding and approving/enrolling Tax Credit Redemption Specialists. These are experts that know how to perform appropriate steps to migrate a tax credit IRL. Approval will be handled by marketplace administrator initially, by the community eventually.

Please add information / replies above for future documentation and ticket management

I think that, for now, we should implement redemption on the Asset/Collection side as opposed to the marketplace as mentioned above. The tax credit NFT collection administrator will be the role/person with the duty for 'redeeming' tax credits.

When this happens, the face-value should be set to zero and the NFT frozen.
