test for projects with unassigned roles

There is some tests missing that en globes different flows when there is certain role not assigned yet to the project

example

• [x] Flow of add accounts when a builder is not assigned

This is not the only test that is missing but an example of the structure of the test that are missing

@tlacloc since the new workflow does not need any role to be approved, in what state do you mean that a certain role is required?

@didiermis I mean, its not needed when a project is created, but the test cases of it are missing as

• [x] Someone tries to submit a drawdown (someone cuz no builder assigned to project)
• [x] Non admin tries to do an admin task
• [x] Builder is removed, then tries to make transactions / drawdowns
