I fixed some bugs related to budgets smart contract:

[x] When a budget expenditure with 0 amount is sent, the associated budget is deleted.
[x] Modify parent accounts (Hard Cost / Soft Cost)
[x] Recalculate all budgets after each edition or deletion.

I updated the Unit tests.
