2 months ago - Release engineering and release engineering managers don't need to be on the catch all
- Should have a /.github/workflows/- line with release engineering, release engineering managers, and block node teams
- All of these should have @hashgraph/block-node on them except for LICENSE
- add new line at end of CODEOWNERS, README, dependabot, and security
Problem
CODEOWNERS is misaligned in some areas

Update codeowners file to provide appropriate ownership
