Integrate previewnet into ERT #114

Deploy an ERT instance to communicate with the new PREVIEW net to update exchange rates periodically.

Exchange Rate File - 0.0.112 Account to Use - 0.0.57

previewnet is now live, can we add to ERT?

Sure, I couldn't find ip config for previewNet in ReadMe in Infrastructure Repo.
