Get ERT to Work with service regression #143

Summary ERT should be able to send file update transactions to networks that are built by regression runs. So when, GCP/AWS spawns its instances.. we get the IP addresses and run an ERT instance with those IPs in the config file and perform Exchange rate file update transactions.
