feat: HIP-904 Charge automatic associations during `CryptoTransfer`

Fixes #13375

• Charges automatic associations happening during CryptoTransfer with the TokenAssociation fee
• Changes TokenAssociateToAccountHandler.calculateFees to charge $0.05 when the entities.unlimitedAutoAssociationsEnabled is set to true. Otherwise charges the old fee.
• Changed feeSchedules.json to charge 0.05 for TokenAssociations
• Adds E2E test to validate the fee charged is correct
• Enabled tokens.reject.enabled and entities.unlimitedAutoAssociationsEnabled
• Fixed all the tests that are asserting records
