Add native staking rewards for testnet #4866

Problem

Prior to the recent testnet reset there were staking rewards, however, there doesn't appear to be any rewards since the reset: https://hashscan.io/testnet/nodes

Solution

Add testnet HBAR for native staking rewards.

@poulok I do not have full scope of the reasons on why it is not currently being executed on testnet, but In my opinion having the native staking rewards would be good to include on testnet for full parity and testing when staking rewards are pending, etc.

No concerns from me. I assume noone funded 0.0.800 after the reset and that is why there are no rewards? It should definitely be enabled and happening.
