Leftover consensus tasks

While working on #5287, some tasks were identified to be done but are not critical.

• [ ] Mark stale events out of the insertedEvents queue
• [ ] Test coin rounds
• [ ] check if stronglySeeP returns the previous round results in case the queried event is a witness
• [ ] move ConsensusImpl to subpackage
• [ ] Fix rounds expired calculation
• [ ] consider using duration for MIN_TRANS_TIMESTAMP_INCR_NANOS
• [ ] make ThreadSafeConsensusInfo an independent instance, make the updates atomic
• [ ] A test sequence should check that at least one round reaches consensus
• [ ] create preliminary consensus timestamp, then set all consensus data at once
• [ ] use init judges when recalculating
• [ ] get rid of event flags used only by the UI
• [ ] Add a test for rounds greater than MAX_INTEGER
