Recycle Bin Utility

We should have a recycle bin utility where we can drop files/directories, where those files/directories are eventually deleted. This will be helpful for debug files, ISS state snapshots, etc., where we want to provide files to be used for debugging, but eventually need those files to be deleted.

• The recycle bin API should have a method like moveToBin(Path path) that moves the file.
• There should be a setting for the maximum size of the bin. Any time files are added, if the maximum size is exceeded then old files should be deleted until the bin is under the maximum size.
  • special case: if a single file/directory is added, and that single file/directory is larger than the maximum size, then simply delete that file/directory without deleting the other stuff in the bin.
• There should be a maximum age defined by settings. Every once in a while (perhaps hourly), a thread should wake up and delete any files/directories that exceed the maximum age
• directory structures in the recycle bin should be treated as if they were a single object. That is, we shouldn't ever delete things nested in a directory unless we have decided to delete the entire directory
• there should be a metric that shows the size of the bin
• should elegantly handle name conflicts. That is, it should be possible to move multiple files with the same name to the recycle bin, and this should not cause any of the files to be deleted prematurely. (We might want to prepend a timestamp to each file, or equivalent)
• the directory where these files are stored should be configurable by settings
  • it should be relative to the data/saved directory
  • the node ID should be in the path, e.g. data/saved/recycle-bin/12/..., so that nodes running on the same machine do not step on each other's toes
