418 collation failure of file update using 122 cli #512

Description:

In addition to fixing the collation, this release also addresses issues with FileUpdateTransaction file types. Content type was restricted to zip files only. This is not desired. File types accepted:

.txt
.properties
.zip

FileUpdateTransactions can also be Signed and Submitted immediately through the tool.

Some visual issues with the HomePane in regards to FileUpdateTransactions have also been addressed.
