Transaction Drafts don't save Payer ID #1138

Description

On saving a transaction draft in organization mode, the payer ID clears. I'd expect it to be saved.

Steps to reproduce

  1. login to org
  2. Account Create Transaction
  3. Save Draft
  4. Continue Draft

Able to fix payer Id's in drafts, but balances don't track with loaded payer Id's easily
