Major updates

This PR contains the following updates:

• Code for AWS and gCloud has been made as similar as possible
• Updates versions for
  • Terraform providers
  • Consul
  • K8s clusters
• Automatically installs Consul via a k8s helm chart for each datacenter
• Automatically installs specific HashiCups services in each datacenter
• A time-out has been added to avoid context deadline exceeded failure when uninstalling Consul via the helm chart
