refactor: Update Manage Dropdown in Groups Form

Description

Refactoring of manage dropdown in the groups menu to reflect HDS upgrade. Functionality is kept from previous dropdown and tests were updated to reflect these changes. The dropdown should have two functions, to add members to a group and delete groups entirely.

How to Test

1. Start up test server/Login to Boundary
2. Navigate to Groups Scope
3. Select a resource on the table
4. Dropdown should reflect the HDS upgrade.
