Updated Manage Dropdown in Projects form to reflect HDS Design

How to Test

1. Start up Boundary client
2. Select "Orgs from sidebar and select an org resource
3. Select "Projects" from sidebar and select a project resource
4. Navigate to projects settings on sidebar
5. Change should be reflected in HDS
