Add Consul 1.16 to test matrices #585

Changes proposed in this PR:

Update version pins in our CI test matrices for existing Consul versions
- Note the exception for Consul 1.13 as the latest version has a known versioning bug in it that has since been fixed but not released
Add Consul 1.16 and Consul K8s 1.2 release candidates to all test matrices
