Change Keyserver to sks-pool #155

Because pgp.mit.edu seems to be down for a lot of people, its probably better to switch to the sks-pool.

Looking at #137 I'm not the only one seeing this.

I will not sign any "CLA" for the inclusion of such a trivial patch. Please get sensible about the paperwork according trivial changes like that.

Yes! I grant the complete Intellectal Value of this change to Hashicorp if you insist, but Please, Get this damn file fixed!

i think this PR obsolete and shut be closed. see adopt new HashiCorp PGP key https://github.com/hashicorp/docker-consul/pull/166 switch to ubuntu keyservers https://github.com/hashicorp/docker-consul/pull/168

Closing this. As @woa7 stated this has been updated in previous PRs
