IL-884 tooling #236

After IL-884 branch is merged (making all non-deprecated tracks use the Version 3 configuration in Instruqt), this tooling will allow you to create a test version of a track by running a simple make command, ensuring that non step is left undone which may confuse Instruqt or cause it to overwrite an existing production track.

After IL-884 (PR 237) is merged into master rebase this on that and push back up, then PR.
