[COMPLIANCE] Add copyright configuration #62

Closes #40

This PR introduces:

GH workflow that will error if copyright headers aren't present or if license is malformed
Addition to the README.md on how to run license autogenerating commands

Note

I omitted the go specific tools automation in this repository because none of these files typically need licensing. The GH workflow will still protect the repository from any unlicensed changes. Let me know if you'd like me to add that tooling for easier local development.
