terraform improvements #10263

the terraform setup directory is a bit out of date and needs some love :green_heart:

Having attempted the GCP terraform example today, they are simply in a nonfunctional state. The root cause in my instance seems to be that at the packer setup stage Ubuntu-16.04 LTS images are long gone (LTS support ended in April 2021.)

Either the terraform configs need significant upgrades, or they should be deleted along with documentation pointing to them.
