Feature: chef-stacktrace.out difficult to retrieve #15

This issue was originally opened by @tehlers320 as hashicorp/packer#4793. It was migrated here as a result of the Packer plugin split. The original body of the issue is below.

Packer should by default output the chef stacktrace on this provisioner.
