Add secrets manager datasource #29

Opening this issue after https://github.com/hashicorp/packer-plugin-sdk/issues/14

I'd add a new data source that does just this. The code from the AWS datasource could be used as an example: https://github.com/hashicorp/packer-plugin-amazon/tree/main/datasource/secretsmanager

Is there any way #99 can be reviewed and merged? Would be really great to be able to reference secrets the same way as in AWS

Looks like Hashicorp has commented on the PR and is waiting for the original author to respond. Hopefully, this one gets merged soon! 🙏
