Closes #297

This PR introduces:

GH workflow that will error if copyright headers aren't present or if license is malformed
Addition to the README.md on how to run license autogenerating commands

Note

I omitted the go specific tools automation in this repository because contributors to this repository may not have Go installed on their machine. The GH workflow will still protect the repository from any unlicensed changes and the copywrite tool can be installed separately if needed.
