This is the initial layout of the repo as a yarn workspace.

A few notes:

the yarn version is vendored via yarn policies set-version
- there is a component blueprint that will generate a JS class, template, test, and Sass file for you (a future PR will add Storybook which should also generate a story for the component)
- the blueprint tests are in the node-tests folder - I'll get these hooked up to CI.
