init(pds-ember): initialize NPM package #7

Defines single CJS export (string) to test consumption and reserve npm package name.

As of EOD 2020-09-16: @hashicorp/pds-ember@v0.0.1 is published, but marked as private (~possibly due to this repo being "internal"/private~ because scoped packages default to "restricted" access when published). Only members of the @hashicorp NPM org can see the package.
