[migrate: part 1] initialize addon file structure #9

First of two PRs:

  1. (this PR) initialize file structure
  2. import source files from HCP

Updated packages/pds-ember based on generated content from ember addon and comparing it with what's configured in HCP. Script functionality will be checked and tested once source files are imported from HCP; there's no guarantee that scripts are functional at this point.
