Prep for 0.5.2 #148

Changes proposed in this PR:

Bump default Envoy image to 1.21.6
Bump default Consul image to 1.12.7
Bump versions of Consul in acceptance tests to 1.12.7, 1.13.4, and 1.14.2 which are the latest available in HCP
Set the TF module version to 0.5.2
Bump default Consul ECS image to 0.5.2
