Bump default Consul, Envoy image versions #84

Changes proposed in this PR:

Bump default Consul image to 1.11.2
Bump default Envoy image to 1.20.1
Bump consul api and sdk packages in tests
Support additional fields:
- Add consul_partition variable to specify the admin partition for service registration
- Update upstreams with destinationPartition
- Update checks with h2ping and h2pingUseTls
- Correct scriptArgs to args in checks (scriptArgs is the deprecated one)
