Provides flexibility to users for setting permissions_boundary to the created IAM role.

Defaults to null to preserve the same behavior as before.

There was a test failure, but I believe it's unrelated / intermittent. I filed https://github.com/hashicorp/terraform-aws-consul/issues/209 to track it. I'm going to merge this PR in the meantime.
