This PR adds support for Vault Enterprise features including Auto Unseal via Google Cloud KMS.

The full list of changes includes:

Extended the Packer image example to support installing Vault Enterprise from custom download URLs.
Added a new Vault Cluster Enterprise example: vault-cluster-enterprise based on vault-cluster-public.
Added initial tests for vault-cluster-enterprise using Terratest.
Updated the terraform-google-consul dependencies.
Documentation fixes & enhancements.
