[COMPLIANCE] Add copyright and license headers #15

Just getting ahead of future compliance PRs 😆

This PR introduces:

make generate command that will auto-generate all copyright headers for this repo (hooks into go generate)
GH workflow that will error if copyright headers aren't present or if license is malformed
Add new tools module and add to dependabot
Added a new LICENSE per the copywrite license command

I did not add any sort of contributing guideline changes as we don't have guidelines in these repos yet 👍🏻
