Examine Differences

(Note: for aws-iso differences, see #18671)

This issue is to track the impact on and fixes to the Terraform AWS Provider from the following differences between the aws-iso-b partition and the public, commercial aws partition (aka "standard partition"):

Services NOT Available in aws-iso-b

Services Available in aws-iso-b

While these services are available, they differ from the public AWS services.
