[Enhancement]: aws_elasticache_user resource - add support for authenticationMode (eg: IAM Authentication) #29160

Description

AWS ElastiCache added support for IAM Authentication, which is a huge improvement. This means that security is greatly improved without the effort of rotating the passwords (eg: using SecretsManager + Lambda). This feature was announced on Nov 2022: https://aws.amazon.com/about-aws/whats-new/2022/11/amazon-elasticache-supports-iam-authentication-redis-clusters/ And this is already part of AWS CDK v2 - https://docs.aws.amazon.com/cdk/api/v2/docs/aws-cdk-lib.aws_elasticache.CfnUser.html#authenticationmode

It will be great to have this added to Terraform as well.
