Technical Debt: Fix deprecations in AWS CloudTrail #30329

Description

The field SnsTopicName from cloudtrail.Trail has been deprecated in favour of SnsTopicARN. However, SnsTopicName is still used in cloudtrail.CreateTrailInput. Handle ARN on Read.

[ ] Remove exclusion from golanglint-ci configuration (added by #30307)
[ ] Handle SnsTopicARN on Read
