[Enhancement]: Support GuardDuty Organization Feature Configuration

Description

Add support to manage GuardDuty features on organization-level using OrganizationFeatureConfiguration for aws_guardduty_organization_configuration.

Recently added resource aws_guardduty_detector_feature (https://github.com/hashicorp/terraform-provider-aws/pull/31463) seems to only function with aws_guardduty_detector for standalone accounts.
