[Enhancement]: LakeFormation - AllowFullTableExternalDataAccess #34471

Description

Lake formation has a new flag to allow full table data access by external parties ignoring the STS SessionTag as many external parties are not correctly suppling this feature flag.

Currently this option is missing from the Terraform Code
