[Enhancement]: Add support for Serverless Redis and Memcached #34660

Description

This enhancement proposes integrating support for AWS ElastiCache Redis/Memcached in a serverless deployment. The aim is to enable our application to leverage the scalability and cost efficiency of AWS's serverless infrastructure, while also simplifying the process through the use of Terraform.
