Steps to Reproduce

My issue is floating, I can’t say it rises every time I do the destroy procedure. But sometimes it ends up with an error.

I found a workaround for this:

resource "aws_lb_listener" "this" {

  lifecycle {
    create_before_destroy = true
    replace_triggered_by = [
      aws_lb_target_group.target_group
    ]
  }
}

This line ensures that any replacement of the target group also triggers a replacement of the load balancer listeners. Additionally, I added the create_before_destroy to avoid service disruptions.
