AWS Lambda adds support for Ruby 3.3

AWS Lambda now supports creating serverless applications using Ruby 3.3.

Requires AWS SDK for Go v1.51.44: https://github.com/hashicorp/terraform-provider-aws/pull/36728.

By building against that AWS SDK for Go version the Terraform AWS Provider v5.44.0 release included this change. I'll ensure that the CHANGELOG is updated.
