Use tsccr for public GitHub Action dependency management #37610

HashiCorp best practice for dependency management is to use:

tsscr for public GitHub actions
dependabot for non-hashicorp/* GitHub actions and Go modules

Implement these practices in this repository. See e.g. https://github.com/hashicorp/terraform-plugin-framework for a repository that follows these guidelines.
